Punjab Government Announces 8% Dearness Allowance (DA) Hike for Employees and Pensioners: DA to Reach 50%
Chandigarh: The Punjab government has announced an 8 percentage-point increase in Dearness Allowance (DA) for state government employees and pensioners following a meeting between Chief Minister Bhagwant Mann and representatives of employee and pensioner organisations on Friday.
The increase will be implemented in two instalments of 4% each, taking the DA rate from 42% to 50%. The benefit will be reflected in employees’ salaries from October, according to the government.
The decision comes after weeks of disagreement between the state government and employee organisations over pending DA instalments, arrears and several other service-related demands.
Punjab DA Hike: What Has Been Announced?
Under the latest decision, Punjab government employees and pensioners will receive an additional 8% DA.
The hike will be released in two 4% instalments, taking the total DA rate to 50%. The government has said the increased DA will be available with the October salary.
The announcement followed a meeting attended by Chief Minister Bhagwant Mann and representatives of employee and pensioner organisations. Cabinet ministers, including Finance Minister Harpal Singh Cheema, Aman Arora and Baljit Kaur, were also involved in discussions around employee demands.
How Much Will the Punjab Government Spend on the DA Hike?
The DA increase will add to the state’s salary and pension expenditure.
According to the government, the additional financial burden will be around ₹248 crore per month, while the estimated additional expenditure for the remaining seven months of the current financial year is approximately ₹1,750 crore.
The announcement comes against the backdrop of Punjab’s wider fiscal pressures.
A recent Hindustan Times analysis reported that Punjab’s committed liabilities are estimated at ₹90,335 crore in 2026-27, equivalent to around 72% of the state’s estimated revenue receipts of ₹1,26,190 crore. Salaries and wages account for ₹39,115 crore, while pensions and other retirement benefits are estimated at ₹22,465 crore.
What Happens to Pending DA Arrears?
The latest 8% hike does not mean that all outstanding DA arrears have been cleared.
Employee organisations had been demanding the release of pending DA instalments and arrears, which remain a separate issue.
Before Friday’s announcement, employee and pensioner groups had also been pressing the government on the arrears issue, along with demands including restoration of the Old Pension Scheme (OPS).
The government and employee representatives also discussed ongoing court cases related to the dispute. According to the Indian Express report, both sides indicated that they did not want to pursue the litigation further.
Why Was the DA Issue Important?
The DA dispute had led to significant tension between the Punjab government and employee organisations.
On August 27, more than 3 lakh employees participated in a statewide strike, according to The Times of India. The government had earlier maintained that talks could proceed only after the agitation was called off.
Employee organisations had been demanding the release of pending DA and arrears as well as action on several other service-related issues.
The September 18 meeting between the government and employee representatives ultimately resulted in an agreement on the additional 8% DA.
Punjab’s Employee Cost and Fiscal Pressure
The DA decision also comes amid discussion over the state’s growing employee-related expenditure.
According to estimates cited by Hindustan Times from the 16th Finance Commission, Punjab’s per-capita salary expenditure was around ₹11,000 in 2023-24, placing it among the major states with the highest per-capita salary spending.
Punjab’s per-capita pension expenditure was estimated at around ₹6,800, second only to Kerala among the major states cited in the report.
The state’s committed expenditure has also increased substantially over the past decade, with salaries, pensions and interest payments accounting for a large portion of government spending.
Other Demands Still Remain
While the DA issue has seen an immediate resolution, several demands raised by employee organisations remain under discussion.
These include:
- Restoration of the Old Pension Scheme
- Salary-related issues during the probation period
- Issues concerning contractual employees
- Revision of wages for certain categories of workers
- Concerns involving ASHA and Mid-Day Meal workers
- The ₹200 monthly professional tax
- Pay-scale-related demands for employees recruited after July 17, 2020
- Issues concerning computer teachers
The government has indicated that these matters will be discussed separately with employee organisations.
When Will Employees Get the Increased DA?
The additional DA will be reflected from the October salary, with the two 4% instalments taking the total DA rate to 50%.
For employees and pensioners, the immediate change means that DA will rise by eight percentage points from the previous 42% rate.
However, the pending arrears issue remains distinct from this newly announced increase.
